我国财政国库集中支付从试点到全面推行已十多年,这期间该项改革在推动财政体制改革深化、监管财政资金各项支出、减少财政资金流动中不必要环节、完善公共财政框架等方面发挥了重要的作用。但随着财政国库集中支付改革的不断深化,新内容(如预算执行动态监控制度、公务卡制度、国库集中支付电子化管理等)的增加使一些亟待解决的问题逐渐暴露,为此本文将就新时期如何有效推动财政国库集中支付改革的深化进行探讨。
