如何实现新疆这一欠发达地区实现长治久安和跨越式发展?最早研究欠发达国家经济金融关系的经济学家帕特里克在1966年的一篇文献中研究了金融服务需求和供给之间的关系,提出了金融发展和经济增长的两种不同模式——需求追随模式和供给领先模式。帕特里克认为在欠发达国家,需要采取供给领先模式的金融政策,以超前发展的金融体系带动经济的发展。

The earliest economist Patrick Detrick, who studied the economic and financial relations in underdeveloped countries, studied the relationship between financial service demand and supply in a 1966 article Two Different Models of Financial Development and Economic Growth - Demand Following Model and Supply Leading Model.
