北宋时期,长期存在着文臣从中央控制军队到地方直接统军的制度,从而改变了以往长期盛行的军事将领统军的体制。到北宋后期,又实行并强化了以往某些朝代的宦官带兵的做法。于是,文臣与宦官共同统军成为当时军事上的突出现象。北宋后期的这种统军体制,对国家武备带来了相当大的消极影响,对边防更产生了直接的危害。
During the Northern Song Dynasty, there was a long-standing system in which the civilian officials carried out direct military control from the central authorities to local departments, thereby changing the system of military generals and the army who had prevailed in the long run. In the late Northern Song Dynasty, they practiced and intensified the practice of using eunuchs in some dynasties in the past. As a result, the commonwealth officials and the eunuch became the prominent military phenomenon. Such a system of unified government in the late Northern Song Dynasty had had a considerable negative impact on the state’s armed forces and had directly harmed the frontier defense.
