基层党建是全面从严治党的基础,是能否将从严治党落实好的关键。如何将基层党建抓实,关键是要树立起责任意识、规范意识和实干意识。树立责任意识,营造氛围。一是宣传履责意义,采取通俗易懂、喜闻乐见的方式宣传党的路线方针政策,传递正能量。二是落实责任主体,基层党建落实不到位者要承担相应责任。三是严格考核,运用党建工作考核结果讲评班子、调整干部。四是严肃追责,
