最近,我们对河南省“三资”企业进行了全面调查。在总体上把握了全省“三资”企业的概况之后,我们又分赴洛阳、南阳、安阳、开封、周口、漯河、平顶山、鹤壁等地市,召集“三资”企业座谈会四次,走访“三资”企业三十余家。此外,我们还专门拜访了部分在豫的外商或外方代理人,并通过填写问卷,请他们就河南省的投资环境发表了书面意见。现将调查情况报告如下。一、“三资”企业的现状河南省利用外商直接投资兴办“三资”企业起步于1983年底。之后,随着《河南省鼓励外商投资优惠办法》等一系列政策的出台,我省利用外商直接投资工作取得了可喜的进展。
Recently, we conducted a comprehensive investigation of the “three foreign-funded” enterprises in Henan Province. After grasping the general situation of the “three foreign-funded” enterprises in the province, we went to Luoyang, Nanyang, Anyang, Kaifeng, Zhoukou, Luohe, Pingdingshan, Hebi and other cities to convene the “three-funded” enterprise forum four times. Visited more than 30 “funded enterprises”. In addition, we also paid special visits to some foreign or foreign agents in Henan, and through questionnaires, asked them to give written opinions on the investment environment in Henan Province. The investigation is now reported as follows. I. Status Quo of the “Funded-funded” Enterprises The use of foreign direct investment by Henan Province to establish “funded enterprises” started at the end of 1983. Afterwards, with the introduction of a series of policies such as the Henan Province’s preferential policies for encouraging foreign investment, the province has made encouraging progress in utilizing foreign direct investment.
