本文论及的政策惩罚概念,即决策部门的政策或者有关部门在执行政策时,其中有一些政策执行非但不能达到预期的政策效果,反而给政策对象带来惩罚,直接挫伤政策对象──目标群体的积极性、主动性和创造性。政策制定和政策执行并不总是能产生政策设计者所预期的“最佳”效果,某些政策甚至还会带来惩罚效应,产生政策危机。文章析论这一现象,并提出解决问题的若干建议。
This article discusses the concept of policy punishments, that is, policy-making departments or relevant departments in the implementation of policies, some of which not only failed to achieve the desired policy results, but to punish policy makers, directly to dampen policy targets ─ ─ target groups The enthusiasm, initiative and creativity. Policy development and policy implementation do not always produce the “best” results that policy designers expect, and some may even have the penalizing effect of creating policy crises. The article analyzes this phenomenon and puts forward some suggestions to solve the problem.
