坚持“防为主、防为上”工作方针,是贯彻落实习近平总书记防控风险重要思想的迫切要求,是有效应对当前严峻复杂社会治安形势的迫切需要,是深入推进平安湖州建设的内在要求,也是积极回应人民群众安全期盼的必然选择。湖州公安机关积极践行“防为主、防为上”方针,以思想、手段、载体、主体等层面精准发力,全面提高动态化、信息化条件下社会治安掌控能力。坚持“防为主、防为上”工作方针,高水平全面推进平安湖州建设,最主要的抓手是要大力加强立体化社会治安防控体系升级版建设。
