“Q书记现象”是当下中国政治生活与公共行政过程中一个极富价值的研究课题。基于交易成本政治经济学与政治哲学的理论框架,Q书记推行制度变革的社会成本远比经济成本更为复杂,应当基于施政者与民众之间的“关系契约”来推演公共行政改革的优劣。各方需要从改革者的长期实践判定公共行政改革的最终实效以及施政者的政治人格与声誉,应当给予改革者足够的施政时空和宽容心态。
“Q secretary phenomenon ” is a very valuable research topic in the current political life and public administration in China. Based on the theoretical framework of transactional cost politics economics and political philosophy, the social cost of reforming system by Q secretary is far more complicated than economic cost. Therefore, the reform of public administration reform should be deduced based on “contract of contract ” between the governor and the general public Pros and cons. All parties need to determine from the long-term practice of the reformers the ultimate effectiveness of the public administration reform and the political personality and reputation of the administrators and should give the reformers sufficient timeliness of administration and tolerance.
