新公共管理运动掀起了公共服务市场化的浪潮。公共服务的市场化带来了公共服务的高效的同时也腐蚀了公共服务的核心价值观:公共性。究其原因,市场化过程中公共性的缺失是是公平与效率的博弈,是政府与市场的对抗。实现公共服务的公共性,要求把握市场化的有限性,强调政府责任不能少。
The new public administration movement set off a wave of marketization of public services. The marketization of public services brings about the efficiency of public services and erodes the core values of public service: public. The reason is that the lack of publicity in the process of marketization is a game of fairness and efficiency and a confrontation between the government and the market. To realize the publicity of public services, it is necessary to grasp the limitations of marketization and to emphasize that government responsibility can not be less.
