一切扎根于基层,这是所有治厂成功的企业家的一条共同经验。国内、国外,概不例外。美国确立泰罗的科学管理,是从领班制开始的。日本引进美国的科学管理曾经半途而废,后来改从基层着手,建立作业长体制,才较快地确定了科学管理,并迅速实现了现代化管理。我国大庆油田取得成功,很重要的经验之一就是“三基”(指基层建设、基础工作和基本功)搞得好。冶金工业战线也涌现过一大批象“万马水工程队”那样的先进基层典型。 当前,怎样加强企业基层管理呢?冶金管理现代化学会倡议并召开了冶金企业基层管理学术讨论会,大家发表了很多很好的意见。也有些未参加会议的,给本刊寄来了内容丰富的文章。本期围绕“加强企业基层管理”,选登了五篇文章,有理论分析的,有谈实践经验的,也有的是学术探讨,欢迎大家阅读,并就这个问题发表意见。
Everything is rooted in the grassroots. This is a common experience of all entrepreneurs who have succeeded in plant management. Domestic and foreign countries are no exceptions. The establishment of Taylor’s scientific management in the United States began with the leadership system. Japan’s scientific management that was introduced into the United States was abandoned halfway, but later it began to work at the grassroots level and established a long-term system of operations. It quickly established scientific management and quickly realized modern management. One of the most important experiences in the success of Daqing Oilfield in China is that the “three bases” (referring to grassroots construction, basic work, and basic skills) are doing well. The metallurgical industry front also emerged with a large number of advanced grass-roots models such as the “Wanma Water Engineering Team”. At present, how to strengthen the basic management of enterprises? The Metallurgical Management Modernization Society has initiated and held a seminar on the management of metallurgical enterprises at the grassroots level. Everyone has given a lot of good opinions. Some of them did not participate in the conference and sent articles with rich content to the journal. This issue revolves around “Strengthening the Basic Management of Enterprises”. We have selected five articles, theoretical analysis, practical experience, and academic discussion. Readers are welcome to read and give opinions on this issue.
