“连云港市各级党委在落实主体责任上做了许多工作,但仍存在向下传导力度递减,基层党委责任担当不够的问题。”今年11月,江苏省连云港市委书记杨省世带头,针对基层落实“两个责任”情况,约谈灌南县、赣榆区、市建设局等21家地区单位的党委、纪委主要负责人。连云港市有1.3万个基层党组织,基层党员面广量大,但一些基层党组织抓党风廉政建设工作的能动性不足,落实“两个责任”尤为紧迫。对此,
