2010年8月,中共中央政治局委员、中央书记处书记、中央组织部部长李源潮在广西考察时,就组织工作提出了“五出”(出先进生产力、出社会稳定、出群众满意度、出干部积极性、出风清气正)的新要求。为了践行好“五出”要求,临桂县以实施基层党建“活力工程”为突破口,通过开展富有特色、富有成效的党建活动,有效激发了基层党组织和党员干部活力。
