目前,随着我国社会主义市场经济体制的建立和改革开放的不断深化,建筑行业与国际市场的联系也愈趋紧密。从2002年开始,工程建设领域开始实施注册建造师制度。工程项目经理作为工作岗位而不是执业资格,项目经理由注册建造师担任,这是一项重大的改革,取得了较好的效果。但在项目经理转为注册建造师的过程中,由于很难一步到位,因而实行了建造师临时执业资格作为过渡期。现在,过渡期将要结束,下一步的工作如何进行?针对这个问题,大连市建筑行业协会调查组深入建筑企业进行了广泛的调查,听取了建筑企业的意见和建议。
