经过十年的系统运行,韩国公共采购厅已经认识到,确实应当有一部专门规定电子采购的法律来协调电子采购中的特殊问题。目前,韩国《电子公共采购法》或称为《电子调达法》已经起草完毕,正在履行立法手续。不久前,中国招标投标协会组织17家会员单位的相关人员赴韩国考察韩国电子招标采购技术、管理及运营状况。考察团重点考察了韩国电子招标系统运营机构——韩国公共采购厅(PPS--Public procurement service)和韩国电子招标系统开发和技术维护机构——韩国三星集团数据系统公司(SDS)。
After a decade of systematic operation, the Korean Public Procurement Agency has come to realize that there really should be a law specifically regulating e-procurement to coordinate the special issues in e-procurement. At present, the “Electronic Public Procurement Law” or “Electronic Transfer Law” in South Korea has been drafted and the legislative formalities are being fulfilled. Not long ago, China Tendering and Tendering Association organized 17 member units of the relevant personnel to go to South Korea to examine the Korean e-bidding technology, management and operation status. The delegation paid special attention to South Korean e-bidding system operator PPS - Public procurement service and South Korea’s Samsung e-bidding system development and maintenance organization - South Korea’s Samsung Group Data Systems (SDS).
