改革开放以来,党的农村基层组织建设得到了前所未有的加强。但是,部分农村党支部“治后反弹”和部分先进党支部“滑坡”的问题还比较突出,其中一个重要原因就是缺少人才,尤其是缺少一支适应农村经济发展的高素质的农村干部队伍。今年邯郸市委按照抓两头、带中间的思路,选派200名市、县机关干部到100个难点村和100个拟培树的红旗村任职,大多担任村党支部书记或副书记,实施“树优促后”工程,为期两年。
