【目的】明晰数字出版的新形式——云出版发展对国家利益的影响,为符合国家利益的云出版提供有效发展策略。【方法】结合工作实践,利用政府、社会、市场在资源配置中的作用,从国家利益的角度出发阐述了学术期刊云出版与中国国家利益间的相互关系,探讨了学术期刊云出版所面临的挑战,分析了当下云出版的部分不良环境对国家利益的损害。【结果】符合中国国家利益的学术期刊云出版需要政府、市场、社会三方从信息主权、云出版安全、标准制定、版权保护等方面通力协作。【结论】提出的考虑国家利益的学术期刊云出版策略可为中国学术期刊云出版发展的战略制定提供参考。
[Objective] To clarify the new form of digital publication - the impact of the development of cloud publishing on national interests and to provide an effective development strategy for cloud publishing in line with national interests. 【Method】 Combining with the practice of work, taking advantage of the role of government, society and market in the allocation of resources, this paper elaborates the relationship between academic journals cloud publication and China’s national interests from the perspective of national interests, and discusses the problems that academic journals cloud publication face Challenge, analyzed the current cloud publishing part of the adverse environment damage to national interests. 【Result】 The publication of academic journals in line with China’s national interest requires that the government, the market and the society cooperate with each other in terms of information sovereignty, cloud publishing safety, standard setting and copyright protection. 【Conclusion】 The proposed cloud publication strategy for academic journals considering national interests can provide a reference for the strategic formulation of cloud publication in Chinese academic journals.
