由胜利油田党校承担的《中国石油通史》暨《二十一世纪初中国石油工业发展对策研究》,是国家软科学研究项目。2003年5月,该项目顺利通过国家科技部组织的以翟光明院士为主任的专家评审委员会鉴定[国家软评字(2003)008号],并予以高度评价:
The “General History of Petroleum in China” and “Study on the Countermeasures for the Development of China’s Oil Industry at the Beginning of the Twenty-first Century” undertaken by the Party School of Shengli Oilfield is a national soft science research project. In May 2003, the project was successfully appraised by the expert panel headed by Academician Zhai Guangming [State Soft Review (2003) 008] organized by the Ministry of Science and Technology and was highly praised:
