各自治州、市人民政府,各地区行署,各县(自治县、市、市辖区、特区)人民政府,省政府各部门、各直属机构: 1999年,我省通过认真贯彻江泽民总书记等中央领导同志关于安全生产的一系列重要指示精神,坚持“安全第一、预防为主”的方针,强化安全生产责任制,落实各项安全生产防范措施,严肃处理事故,全面实现了省人民政府下达的安全管理目标。全省各类事故死亡人数比1998年下降14.8%,是近10年来事故死亡人数最少的年份之一,也是下降幅度最大的年度。为进一步做好安全生产工作,经逐级考核评审,省人民政府决定对1999年安全生产工作中表现突出的9个地区和省直部门、20个先进集体、27个达标地区和单位进行表彰(见附件1、2)。由省安全生产委员会对74名安全生产先进个人给予表彰。同时,对省人民政府与各自治州、市人民政府、各地区
