“新农合”是针对农民而制定的医疗保障体系,是社会保障体系中的重要组成部分,从2003年开始在部分县试点,到2010年,基本实现农村的全覆盖。随着“新农合”制度的落实,改善了农村就医环境之余,我们也发现了很多问题,医疗保障水平偏低、报销程序繁琐、筹资体制不合理、监管机制弱化等都一定程度上弱化了“新农合”制度的实施效果。本文就“新农合”制度实施过程中出现的问题以及完善方向进行探讨。
