我局文明系统的创建活动始于1983年。创建活动在实践中经历了起步、发展、逐步完善和条块结合四个发展阶段。在创建的内容上,由浅入深,由单纯的地方创建到行业和地方共同创建;在组织制度上,健全机构,完善制度,逐步步入规范化、科学化轨道;在表现形式和活动方式上,从机关扩展到基层,由单位深入到班组、个人、家庭,从自建扩展到共建。创建活动有力地促进了企业两个文明建设的全面发展,提高了企业的整体素质和职工队伍素质,树立了良好的企业形象。1995年4月被大理市委、市政府命名为首家文明系统;1996年被电力部、省电力局命名
