In the report of the 15th National Congress, General Secretary Jiang Zemin proposed for the first time in his Party’s history that “we should further expand socialist democracy, improve the socialist legal system, govern the country according to law and build a socialist country with a legal system” as a strategy for running the country. This shows that our party’s governing style has changed from relying on policies, relying on administration and relying on its leaders in the past to gradually relying mainly on the normative, procedural and institutional aspects of the law and embodying a major shift in our party’s ruling principle.
