改革30年来,衡阳水利在解放思想中得到了较大发展,取得了辉煌的成就。但从客观上看,衡阳水利的发展与其他行业相比,落差较大、底气不足;与其他兄弟市州相比,排队靠后、后劲无力;与社会经济发展不相适应、不相协调。究其原因,就是我们的思想解放不够。水利人在新一轮解放思想的大潮中,如何以一种崭新的风貌勇立潮头。笔者认为,关键就是要敢于争先,实现“四个转变”。
Over the past 30 years of reform, Hengyang Water conservancy has made great progress in emancipating the mind and has achieved brilliant achievements. However, objectively speaking, compared with other industries, the development of water conservancy in Hengyang has a bigger gap and a lack of confidence. Compared with other fraternal cities and prefectures, the water conservancy in Hengyang lags behind and is weak in staying power. It is incompatible with socio-economic development and inconsistent with other socio-economic development. The reason is that our thoughts are not emancipated enough. Water conservancy people in the new round of emancipating the mind, how to brave the forefront with a new style. The author believes that the key is to dare to fight first to achieve “four changes ”.
