Under the planned economy,the developing speed of Chinese domestic auto industry is very slow,and it is said that the capital that used to import cars is many times more than the funds of domestic automotive manufacturing.Therefore,our government encourages exchanging the target market with technology or management methods.Referring to the specific measures that governrnent took to limit the imported autos,it is the “three-high” policy:high tariff,high localization,and high protection.This policy decreased the imported quantity of automotives from 300 thousand in 1993 to 30 thousand in 2000 successfully.However,the high price of foreign autos is an indisputable fact compared with the price in the foreign market.For example,the price of BMW 3 series is about 300-400 thousands RMB,but the same car in Germany is only cost 30 thousands EURO,which equals to 200 thousands RMB approximately.
