中国国家主席习近平今年3月访问了布鲁塞尔,欧洲的一些中国观察人士开始考虑动用其他能量激活欧中关系,而不再困于过去20年间双边关系的两大方面:活跃的重商主义和无关宏旨的政治争论。这样的构想或许有一定道理,但并无新意,也无助于回答最根本的问题——欧盟和中国加深关系的战略依据何在?尽管双方外交官都在谈论欧中关系及习主席访问的重要性,但对于真正要与对方做些什么,仍尚不确定。
