当前投资过热的深层次原因是各级政府部门因利益驱动对经济增长率的盲目追求、各经济主体对投资低效的依赖以及政府相机抉择的调控活动。实现经济正常运行的根本措施是促进以市场化为导向的产业结构调整,抑制无效供给,实施“就业优先”的经济增长战略;通过推进国有银行改革和转变政府职能,提高投资效率与经济增长效率。
The deep reason for the current investment overheating is the blind pursuit of profit-driven economic growth at all levels of government, the dependence of various economic entities on inefficient investment, and the regulatory activities of the government’s camera choice. The fundamental measures to achieve the normal operation of the economy are to promote market-oriented industrial restructuring, curb ineffective supply and implement “employment-first” economic growth strategy; to enhance the efficiency of investment and economic growth through the reform of state-owned banks and the transformation of government functions .
