建设海峡西岸繁荣带，是福建省委、省政府确定的跨世纪发展目标。为适应这一需要，福建基础教育战线必须制定出面向２１世纪的发展规划，绘就全面振兴基础教育事业的施工蓝图。福建制定面向２１世纪基础教育发展规划的总思路是，坚持以邓小平理论为指导，以实施“科教兴省”战略
The construction of the prosperity belt on the west side of the Straits is the cross-century development goal set by the Fujian Provincial Party Committee and the provincial government. In order to meet this need, the front line of basic education in Fujian must formulate a development plan for the 21st century and draw a blueprint for the overall revitalization of basic education. The general idea for Fujian to formulate a plan for the development of basic education in the 21st century is to persist in using Deng Xiaoping Theory as a guide to implement the strategy of “promoting education through science and education”
