第一条:根据山西省人民委员会关于曲沃县侯马镇改设侯马市筹备处有关事项的通知第五项的规定,制定本简则。第二条:山西省侯马市筹备处(以下简称筹备处)是侯马市的筹备机构;在侯马市人民代表大会未召开前,代行侯马市人民委员会的部分职权。第三条:侯马市筹备处在侯马行政区域内行使下列职权:(一)根据法律、法令和上级国家行政机关的决议和命令,规定行政措施,发布命令和指示,并且审查这些命令和指示的实施情况;
