国有小型工业企业产权制度改革是辽宁省经济工作的重点。年初,省政府办公厅转发了《辽宁省国有小型工业企业加快产权制度改革的实施方案》,并组织调查组到各地进行调查、指导。多数市、县政府领导对这项工作很重视,亲自调查研究,组织专门班子,对国有小型工业企业产权制度实行了初步改革,收到了一定的成效。他们从实际出发,在产权界定、企业原有债务包袱、离退休职工退休金的处理等六个问题上进行了积极探索,
The reform of the property rights system of state-owned small-scale industrial enterprises is the focus of economic work in Liaoning Province. At the beginning of the year, the General Office of the Provincial Government forwarded the “Implementation Plan for Speeding up the Reform of the Property Rights System of the State-owned Small-Scale Industrial Enterprises in Liaoning Province” and organized an investigation team to conduct investigations and guidance in various places. Most city and county government leaders attached great importance to this work, investigated and researched in person, organized specialized teams, and implemented preliminary reforms on the property rights system of state-owned small-scale industrial enterprises, and received certain results. Starting from reality, they have actively explored six issues including the definition of property rights, the debt burden of enterprises, and the retirement pension of retirees.
