Notice of the State Council Approving the Opinions of the Ministry of Finance and Other Departments on Clearing and Checking Extrabudgetary Funds Guo Fa [1996] No.12 People’s Governments of Various Provinces, Autonomous Regions and Municipalities directly under the Central Government, Ministries and Commissions of the State Council, and Other Direct Departments: The State Council agrees with the Ministry of Finance, the State Development Planning Commission and the Audit Commission , The People’s Bank of China and the Ministry of Supervision, “Opinions on Clearing and Checking Extrabudgetary Funds” are hereby forwarded to you.
