蒋介石与战时外汇特别是与战时平准基金的关系,迄今为止未见有专门性研究成果问世。本文在查阅斯坦福胡佛研究所藏蒋介石日记、台北“国史馆”藏蒋介石档案、国民政府档案及其他史料基础上,系统梳理蒋介石对于战时外汇问题尤其是对于平准基金和平准基金委员会的态度,分析蒋介石对于战时重大外汇政策的决策与实施的作用,进而探讨相应的体制与机制问题,以冀深化对于蒋介石研究和战时财经领域的研究。
Chiang Kai-shek and wartime foreign exchange, especially wartime leveling relations, so far no special research findings come out. Based on the diaries of the Chiang Kai-shek Institute at Stanford Hoover, the files of Chiang Kai-shek in Taipei’s National History Museum, the archives of the National Government and other historical materials, this article systematically sorts out Chiang Kai-shek’s opinions on the foreign exchange issues during wartime, especially for the Equity and Peace Commission And analyzed the role of Chiang Kai-shek in the decision-making and implementation of the major foreign exchange policy in wartime, and then explored the problems of the corresponding systems and mechanisms so as to deepen the study of Chiang Kai-shek’s research and wartime financial and economic fields.
