新型农村合作医疗是用于补偿支付参合农民因疾病而发生的医疗费用,其运行效率关系到新农合制度能否持续高效运行。现行新型农村合作医疗按服务项目付费的后付制使合作医疗基金使用率低下,影响着新型农村合作医疗制度的可持续发展。多元化的混合付费方式是新型农村合作医疗付费方式改革的现实选择。
The new type of rural cooperative medical care is used to compensate for the payment of medical expenses incurred by farmers participating in the disease. The operating efficiency of the new rural cooperative medical care is related to whether the new rural cooperative medical system can continue to operate efficiently. The current post-payment system for new-type rural cooperative medical services that pays according to service items has resulted in a low utilization rate of cooperative medical funds, which has affected the sustainable development of the new rural cooperative medical system. The diversified hybrid payment method is the realistic choice for the reform of the new rural cooperative medical care payment method.
