2003年10月17日,青岛软件园公共技术服务中心副主任刘全喜笑颜开。对这个25岁的小伙子而言,这一天不但是他这个副主任正式走马上任的日子,更是青岛市软件产业发展值得大书一笔的日子。因为这一天,随着青岛软件公共技术服务平台的正式开通,国内跨地区软件园技术服务平台首次实现对接,这开创了国内软件园资源共享先河。更加令他兴奋的是,今后,只要通过互联网,青岛市的软件企业就可以享受到与北京软件企业相同的服务了,技术平台开通的一年半时间内,他们可以免费从北京中关村软件园的“软件构件库”、“开放源码库”和“工具库”等三库四平台资源中选择自己软件开发所需要的标准模块,在此基础上进行开发。这样不但可以大大节约软件开发时间,而且可降低在开发等工具上的投入,而他从事软件开发的同仁们,将再也不会因为开发过程中那些重复的工作而大伤脑筋
