我县有三十三个公社,四百五十一个大队,三十八万人口。一九七二年全县人口自然增长率为千分之十五点六六,一九七三年降到千分之六点九九,实现了“一步跨三年”。从一九七四年以来,人口自然增长率一直稳定在千分之四左右,一九七八年计划生育率提高到百分之九十八点八,有十一个公社、四百一十三个大队实现了无计划外生育。六年来,全县纯增八千一百四十一人,一九七九年初总人口与一九七二年底相比仅增加二百四十七,初步实现了人口有计划地增长。具体做法是:
