我院包括离退休人员,共有1601人享受公费医疗待遇。近年来,本院职工医疗费用超支现象严重,自1988年~1992年累计超支约400余万元,其中,仅1992年就超支129万元,人均超支约900元,造成了医院经济上的沉重负担。 超支的主要原因是:(1)国家核发的职工医疗费定额过低,医院的离退休职工较多;医疗费用,尤其是药品价格上涨幅度较大。(2)长期以来,实行的公费医疗记帐方法存在着一些漏洞。
Our hospital includes retirees and a total of 1601 people enjoy public medical treatment. In recent years, the overexpenditure of medical expenses of the staff of this hospital has been serious. Since 1988 to 1992, the accumulated overrun of about 400 million yuan, of which, the overrun of 1.29 million yuan in 1992 alone, and the per capita cost overrun was about 900 yuan, causing a heavy economic burden on the hospital. The main reasons for the overspending are: (1) The fixed amount of medical expenses for workers issued by the state is too low, and the number of retired employees in the hospital is relatively large; medical expenses, especially for medicines, have risen by a large margin. (2) For a long time, there are some loopholes in the method of accounting for publicly funded medical services.
