近年来,根据建立适应社会主义市场经济体制公共财政框架的要求,结合深入开展的农村税费改革工作,呼和浩特市(以下简称呼市)对县乡财政管理体制和农村财务管理制度进行了积极的探索,分别实行了“乡财县管乡用”和“村财民理乡代管”的改革措施,取得了显著的效果,现将呼市这两项改革措施进展情况汇报如下:
