近年来,西安高新区成为中国中西部地区投资环境最好、市场化程度最高、经济发展最为活跃的区域之一,成为西安乃至陕西最强劲的经济增长点和对外开放的窗口。在推动技术创新、发展拥有民族自主知识产权的高新技术产业方面,西安高新区已经形成了自己的特色和优势,成为我国发展高新技术产业的重要基地,科技创新能力位居全国第三位,仅次于北京中关村和上海张江高科技园区。在快速发展的同时,西安高新区管委会致力于园区基础设施运营以及区内环境维护,涵盖了高新区域内基础设施管理、区内公用事业管理、区内环境保护、区内园林绿化管理、区内市容环境卫生管理以及区内的建筑管理等方面。西安高新区管委会在推动园区发展的进程中,不断创新管理模式,进一步提升服务效能,优化发展环境,建设一流的科技园区,努力促进干部员工管理观念的改变,不断推进区内数字化管理,与中国移动陕西公司进一步合作,引进“数字城管”——数字化城市管理新模式,并将其列为区内发展的一项重点工作。
