随着改革的不断深入,基层的各种问题和矛盾日益突出,由此引发的各类越级上访也不断增多。笔者认为,只有对症下药才能化解这些上访难题。通过对今年上半年襄樊市襄阳区数十起越级上访事件的调查分析,我们认为越级上访主要有以下几种类型:
