随着人类发展的进程逐步加快,地球上,可利用的淡水资源的越来越少,一些国家开始开发跨界含水层水资源。然而,国际上对于跨界淡水资源保护公约仍不够完善,造成跨界水资源的不公平利用和不可再生资源的破坏。本文旨在通过国际环境法的基本原则和当前国际上已生效的条约公约评析国家在利用跨界淡水资源时应承担的国际义务。
As the process of human development is accelerating and fewer available freshwater resources are available on Earth, some countries have started to develop transboundary aquifer water resources. However, the international convention on the protection of transboundary freshwater resources is still not perfect, resulting in unfair utilization of transboundary water resources and destruction of non-renewable resources. The purpose of this paper is to analyze the international obligations that countries should assume when using transboundary freshwater resources through the basic principles of international environmental law and the treaties conventions in force that are currently in force in the world.
