中国共产党的执政服务思想源于马克思主义关于政府公共职能的基本原理及经典论述,并与中国国情紧密结合,实现了理论总结及创新。在新民主主义革命和社会主义建设历程中,中国共产党形成了早期的“人民公仆”思想、毛泽东的“为人民服务”思想、邓小平的“领导就是服务”思想、江泽民的“三个代表”重要思想及胡锦涛的“以人为本”科学发展观。这些论述都蕴涵着中国特色的执政服务理念,成为现阶段服务型政府发展与创新的重要价值导向。
The Communist Party’s ruling service philosophy originates from the basic principles and classic discourses of Marxism on the public functions of the government and is closely integrated with China’s national conditions so as to achieve theoretical summary and innovation. In the course of the new-democratic revolution and socialist construction, the CPC has formed the early thought of “public servant”, Mao Zedong’s thought of “serving the people”, Deng Xiaoping’s idea of “leadership is service”, and Jiang Zemin’s “Three Represents ” and Hu Jintao “people oriented ” scientific concept of development. All of these discourses contain the concept of governing service with Chinese characteristics and become the important value orientation for the development and innovation of service-oriented government at the present stage.
