新疆维吾尔自治区地方志学会自1989年3月17日成立之后,学会秘书处根据会章要求,一方面发展会员,另一方面则参与《新疆地方志》的编辑出版工作,通过这一渠道,积极倡导方志理论研究。 1990年2月24日,地方志学会第二次常务理事会决定,“为了推动自治区方志理论研究,活跃学术空气,提高方志编纂质量,拟于今年第四季度举办自治区地方志学会第一届学术年会。”通知发出后,得到各地、各单位学会会员的支持。截至1990年10月15日,共收到地方志论文、调查报告、工作研究、稿评等共101篇,为本届学术年会做了极其重要的准备。
