亚洲金融危机的爆发,使东亚国家深刻认识到加强地区性金融合作的必要性。这一必要性体现在对危机经过反思之后得出的几点基本共识。其一,本地区的金融危机具有较强的传染性;其二,尽管本地区在经济发展水平、金融市场发育等诸多方面存在较大差异,但事实上通过不断加深的贸易投资往来,本地区的经济联系日益加深;其三,国际货币基金组织(IMF)作为最后贷款人的作用十分有限,在货币危机发生后无法提供及时和充足的国际流动性支持,东亚国家不能完全依赖IMF;其四,迫切需要建立一个本地区更加紧密的互助救援应急机制,以便及时避免短期国际收支失衡引发的金融危机;其五,东亚国家
