在清代,知县通过告示向乡村社会传达国家的各项政策,表达官方基本态度;同时乡村社会权衡利弊,主动向官府申请颁发告示,要求国家权力的介入。从地方治理实践的角度来看,虽然国家与地方社会有不可避免的利益冲突,但在乡村社会秩序构建的过程中,国家与乡村之间仍有诸多合作互动空间,并在地方治理的过程中,形成了“一体性”的基本关系格局。告示是国家与地方社会进行信息交流的重要渠道,通过考察清代告示制度及其实施状况,有利于揭示清代国家与地方社会的复杂关系。
