加快中部地区发展 ,不仅是中部地区自身发展的需要 ,更是全国经济发展和社会稳定的需要。中部地区发展 ,要以制度创新和技术创新为根本动力 ,以改善和治理经济生态环境为手段 ,以联合协作为途径 ,以结构调整和产业升级为重点 ,以推进农业产业化、城乡工业化和区域城市化为主攻目标 ,立足壮大自身 ,着眼促进和带动全国发展。为此 ,国家应对中部地区发展给予高度重视 ,并在有关政策上给予适度倾斜。
