随着中国法治建设进程的完善和民主社会建设的逐步完成,信访作为“半独立”于司法体系外的补充制度在近些年来屡遭质疑。尤其是在2005年建立起地区“信访排名”以后,信访制度逐渐演变成“考察”地方官员政绩和升迁仕途的直接标准,这与旨在加强社会主义民主制度和加强群众联系的制度初衷是相违背的。
