党依法执政能力建设的难点主要表现为:处理党法关系、党政关系和改革机制问题;如何进行党内监督;执政方式制度化问题;选人、用人机制方面。其对策主要是:理顺党政关系,形成科学的执政机制;健全党内监督机制;领导和支持人民当家作主;树立正确政绩观,善于依法办事等。
The difficulties in building the party’s ability to govern by law are mainly manifested in handling the relationship between the party and the law, the relationship between the party and the government and the reform mechanism, how to carry out supervision within the party, institutionalizing the governing style, and selecting persons and employing mechanisms. The main countermeasures are: to straighten out the relationship between the party and the government, to form a scientific governing mechanism; to perfect the supervision mechanism within the party; to lead and support the people as the masters of the country; to establish a correct view of achievements and be good at doing things according to law.
