在事业单位改革形成了改革政策体系、十八届三中全会再次要求加快事业单位分类改革的背景下,调研显示,调查对象对改革动力现状的评价不高且越来越消极。来自政府部门、事业单位领导、事业单位职工、社会环境及其他方面的阻力,导致改革动力不足并与改革进展有限存在相关性。增强改革动力要凝聚改革共识、协调利益关系、明确改革预期、优化改革环境、整体推进改革。
In the reform of public institutions formed a reform policy system, the Third Plenary Session of the 18th Central Committee once again called for speeding up the reform of the classification of institutions, research shows that the respondents on the status quo of reform momentum evaluation is not high and more and more negative. The resistance from the leaders of government departments, institutions, staff and workers, the social environment and other aspects led to a lack of reform momentum and a limited correlation with the progress of the reform. To enhance the driving force for reform, we should unite the consensus on reform, coordinate the relations of interest, clarify the expectations of reform, optimize the reform environment, and push forward the reform as a whole.
