80年代以来,随着经济市场化改革目标的确立,我国经济体制从宏观领域到微观领域都进行了重要改革,其中社会保障制度的改革也取得了重要的进展。从养老保险来看,自1984年开始逐步推行国有企业退休费社会统筹以来,已初步建立了适用于城镇各类企业职工和个体劳动者、资金来源多渠道、保障方式多层次、社会统筹和个人账户相结合、权利与义务相对应、管理服务社会化的养老保险体系。同时,关于农村养老保险问题,也于1992年由民政部在全国范围内部署了建立农村养老保险基金工作的试点。到目前为止,经过近十年的发展,农村养老保险的基本框架已经明确,并开始在全国1000多个经济条件较好的县起步,已有4500多万人参加,收缴养老保险基金14亿多元,有700多个县市建立了专门的管理机构,近200多个县市建立了养老保险制度。总体来说,我国农村社会养老保险工作,通过近十年的探索和努力,取得了很大的进步,已逐步成为我国完善的社会保障体系的重要组成部分,对于保持社会稳定,推进经济体制政革,促进经济健康发展具有十分重要的意义。立足内江实际,通过此次对我市农保工作的调研发现,我市农保工作由于起步晚、条件差,目前总体呈现出机构乏力,经费无着,干线不通,工作严重滑坡甚至停顿的状况,农村社会养老保险事业正面临进退两难?
