2000年浙江经济增长率比全国平均值高出约3个百分点,其体制上在省区间的“正落差”优势是经济快速发展的重要动因。这给予我们的一个重要启示是,在我国经济转型过程中,体制创新不只是单个企业的问题,而是一个经济社会整体系统的演进问题。在未来数年中,如何深化改革,如何以体制创新促进结构调整和科技进步,是我们所面临的头等大事。
In 2000, the economic growth rate in Zhejiang was about 3 percentage points higher than the national average. The “positive gap” advantage in the provincial system was an important factor for the rapid economic development. This gives us an important enlightenment is that in our country’s economic restructuring, institutional innovation is not only a single business problem, but the evolution of a system of economic and social as a whole. In the coming years, how to deepen the reform and how to promote structural adjustment and scientific and technological progress through system innovation are the top priorities for us.
