在政策制定的三个重要节点:政策议题的提出、决策方案的备选以及政策对社会意见的征求过程中,意见表达与公共决策关联互动,形成“政策协商”。政策协商主体多元,形成代言性表达与象征性表达的合力。共享价值立场、舆论推动效应以及政府回应能力是政策协商得以发生的关键因素。所以,大众传媒可以作为一种社会协商渠道,为我国决策民主化探索贡献力量。
In the three important nodes of policy formulation: the formulation of policy issues, the options of decision-making schemes and the solicitation of policies for social opinions, the expression of opinions interacts with public decision-making to form a “policy consultation.” The various subjects of the policy consultation are pluralistic, forming a synergy of endorsement and symbolic expression. The shared value stance, the media-driven effect and the government’s responsiveness are the key factors in policy negotiation. Therefore, the mass media can serve as a channel for social consultation and contribute to the exploration of the democratization of our country’s decision-making.
