河北省各地正在推广宣惠河疏浚工程的先进經驗——依靠群众,自力更生,勤俭办水利。宣惠河在滄州地区,1964年动工疏浚,原計划用三年时間完成。由于設計和施工人员以毛泽东思想挂帅,大学解放軍,充分发揮人的积极因素,只用一冬一春的时間,就全部完工了,国家投資由原計划的3,900多万元縮减到1,300多万元。 1965年,河北各地都以宣惠河疏浚工程为榜样,发动群众勤俭治水,水利建設出現了多快好省的形势。全省完成的工程量超过上一水利年度的四倍多,而投资却节省了三分之二以上,各項工程质量良好。
